I found this song on a discout disc (no liner notes!) with the song writer's name listed as "Merchant". Can anyone tell me more about the songwriter, when the song was written and where the song is from?

The closest I can get to Time, Time, Time is a Tom Waits song called time which has the chorus:

And it's Time Time Time
And it's Time Time Time
And it's Time Time Time that you love
And it's Time Time Time
