I have one possible handmade in US for 1500 hundred dollar...
but if anyone know a little cheaper...for a almost a beginner.

If Davy Stuart in NZ is still building he might make you one to suit your budget depending on the current rate of exchange. I have one of his Octave Mandos and a long neck mandolin that I'm very happy with. Both instruments are well constructed, sound great and are easy to play. He also turns them out pretty quick compared to some other builders.

The one I play probably cost several times what you’re prepared to pay - hand built/carved top/jazz guitar style body. I don’t know where in the world you are but you might like to look at Eastman who make a couple of them.

I have a Trinity College octave mandolin that was quite reasonably priced when I got it about 35 years ago. They seem to be a bit over a thousand dollars these days. I'm quite happy with mine.
